How this is calculated
The count starts on the start date and stops on the day before the end date, which is the time that passes between the two. From October 22, 2026 to December 31, 2026 that is 70 days. With “Include the end date” the last day counts too, and it is 71. Legal deadlines can follow their own counting rule, so check the rule that sets yours.
Business days are the counted days minus Saturdays, Sundays and the federal holidays that fall on a weekday: 70 − 20 − 3 = 47 business days in the example (Veterans Day, Thanksgiving Day, Christmas Day). A holiday on a Saturday is taken off on the Friday before, one on a Sunday on the Monday after (5 U.S.C. 6103 and Executive Order 11582, as on the OPM schedule). Months and years are counted on the calendar: full years first, then full months, then the days left. January 31, 2027 to March 1, 2027 is 1 month and 1 day (29 days), because one month after January 31 is February 28.

Count from the first date up to the second. From October 22, 2026 to December 31, 2026 there are 70 days, or 71 if both dates count.
Should I include the end date?
Include it when the first and the last day both count, like days of work from Monday through Friday: 5 days. Leave it out for the time that passes between two dates, or nights of a stay: 4.
